EAST ALLINGTON PARISH COUNCIL

Minutes of meeting held in the Parish Hall on Wednesday 15th July 2009.at 7.30pm. One Parishioner was present.

No matters were raised in the forum.

PRESENT; Chairman Cllr. Soper, Cllr. Warren, Cllrs. Ms Coish, Mrs. Turner and |Mrs. Weeks.

33/7 09 APOLOGIES; Cllr. Hannaford and D.c. Mrs. P. Cook. Cllr.Bond suffered a heart attack after our last meeting and the good wishes of all Councillors has been sent to him.

34/7 09 MINUTES OF LAST MEETING; Agreed

35/7 09 MATTERS ARISING; Highways had responded to our request and the Mounts 30mph had been sited and the Police can now prosecute anyone found speeding.
They asked for more details re the exact whereabouts of the recreation area so they can investigate signs.

36/7 09 CORRESPONDENCE; Torr Homes Tenant Participation open day at Quayside Leisure
Centre 6th August – poster to be put in notice board.
C.A.B. Letter of thanks for donation of £60.

37/7 09 PLANNING; The Chairman declared interest in the first two items and left the room. Cllr. Mrs. Weeks took the chair.
Mr. &Mrs, Groves, Flear Mill, Extension – there are no objections.
Mr. P. Lethbridge, 5 Addlehole, Conservatory – there were no objections.
The Chairman returned for the next item.
D.C.C. Permanent retention of temporary classroom at East Allington Primary School – no objections.

38/7 09 D.C. MRS P. COOK; Mrs. Cook had asked the clerk to report that the date for the L.G.R. Commission report has again been deferred.

39/7 09 PARISH HALL MANAGEMENT COMMITTEE:Cllr.Warren circulated the minutes from the 10th June (last weeks meeting minutes are not yet available) He thanked the Village Voice for their help in distributing the show programme. He said that they had reached more people than they could otherwise do.The new notice board was now up and a key had been given to the Clerk.

40/7 09 RECREATION AREA REPORT; The request for suggestions for the equipment in the childrens playarea has not got any response, so the Clerk asks that she visit the Playgroup and with Lisa Denning approach parents and children to ask what they would like to see. The Council agreed that this could be progressed with South Hams during the summer break.

41/7 09 P.3 REPORT; Cllr. Turner and the Clerk had met with Ros Davies from Devon P.R.O.W. And explained the problems of communication with the warden. She had now written setting out the responsibilities and the contacts for work to be done. Cllr. Turner and Ros had then gone out and looked at the problem Footpaths. Parish Lane was considered passable for pedestians and horse riders so no work would be carried out there. The footpath that comes out at Lower Coombe was inspected following an anonymous complaint and Ros Davies had congratulated the Landowner on the good job he had done with fencing and clearing the path. This anonymous letter had been published in the Village Voice, a decision taken following consultation with the P173 2009/10
footpath warden Cllr. Turner, as it was felt that a full and frank discussion of the problems that inconsiderate walkers and dogwalkers present to those landowners through whose land the paths pass. Cllr. Warren questioned the wisdom of putting such letters in the magazine, and thought that the Council had decided no anonymous letters should be printed. The subject that this letter raised had been thought important, and the editorial team decided to make it an issue so that parishioners and others could be made aware of the rules and responsibilities of dog owners, although unfortunately the response had not been ready to appear in the same issue so as to rebut it immediately. The Landowner in question had been kept informed by the Clerk that this letter would be in the magazine prior to publication, and that it would be answered appropriately. The Gentleman who is believed to have written it has been the subject of many complaints re his and his dogs behaviour. If any witness can be found willing to testify action can and will be taken.

42/7 09 SHOP GROUP REPORT: There had been a lot of work put into the business plan based on a model that Ms Echart had given them. However at their last meeting Ms Echart had said that it was not what was wanted and they had gone back to try to work it to her satisfaction.

43/7 09 ACCOUNTS: It was proposed by Cllr. Warren and seconded by Cllr. Coish that the Chairman sign the Accounts. Accepted unanimously.

44/7 09 CHEQUES; J.Turrell salary and expenses £150.; D.A.P.C. £125.45 subs.; Ross Tozer £250. 50% cost of notice board.

45/7 09 PUBLIC QUESTIONS: Lisa Denning complained about broken glass in the car park. No one seems to be aware of where it came from. The Clerk had not heard from South Hams confirming us being added to the off-road parking order. Chairman said that he had been asked to meet with the man from South Hams when the Clerk was away in January but had heard nothing since. Clerk to followup.

46/7 09 Date and time of next meeting., the Chairman will be away for two weeks in September, so the meeting will be brought forward to Tuesday September 8th 2009 at 7.30pm.P175 09/10
