EAST ALLINGTON PARISH COUNCIL Minutes of meeting held in the Parish Hall on Wednesday 21 st October 2009.at 7.30pm. three Parishioners were present. One Parishioner raised concern about the acceptance of a lease on land, the Clerk assured the meeting that no action would be taken without legal advice. Another parishioner raised concerns about the lack of a safety barrier on the skate park. It is planned to erect a barrier on top of the bank at the end of the park to stop bike riders coming over the top so that the fence that had been cut down by the users could be repaired. The hedges had now been cut inside the recreation ground, but as they had been cut severely this has allowed two holes to be made onto the road and the users would be asked to stop using this and the holes would be made good. Mrs.Cook. 58/10 09 APOLOGIES; Cllr.Ms Coish, Cllr.Hannaford. 59/10 09 MINUTES OF LAST MEETING; Agreed with addition of the attendance of Cllr.Hannaford. 60/10 09 MATTERS ARISING: off street parking order had been chased up with the SHDC, and we would now be added to that order which should be in place by April 2010. 61/10 09 CORRESPONDENCE; Totnes Town Council request to support them in putting out a message that only those with ethical and honest intentions should be elected following the euro election of two BNP Members. Whilst members may have sympathy with the aims of their campaign this Council cannot support the exclusion of any one standing for an election who is legally entitled to do so. SHDC Kingsbridge and Salcombe cluster meeting 13 th October – noted SHDC Dev. Control User Group minutes – noted SHDC Budget Consultation meeting 28 th October – noted. SHDC Play area management – Clerk to follow up. Bartons Solicitors re Land offer from Carl Throgmorton. This confirms the telephone conversation with David Hassall who advises us that it is worth pursuing the offer and he has informed Mr. Throgmortons Solicitor that he will be acting for us. A draft lease will be drawn up and David Hassall will contact us when this is ready. BT Adoption of telephone kiosks. Clerk to check further into this. C.C.D. Clerks Salary Scale from April 2009 – noted, Nomination for Committee – none made. 62/10 09 PLANNING; Notifications: Lethbridge , Farm Buildings land adjoining A379 near Cuttery entrance. approved E.A.Primary school, retention of temporary classroom – approved. Agricultural determination, Mr. Perraton, Winslade Farm, Frogmore, agricultural building, permitted with the condition that it is roofed in dark grey sheets. 63/10 09 REPORT FROM DISTRICT COUNCILLOR; Mrs. Cook confirmed that she had allocated £300. from her community budget to the Parish Council for the Shop. She was thanked. Mrs. Cook reported that the Sherford Development would now only be 25% low cost housing as the developers were arguing that they were unable to include a higher figure. Councillors questioned why this was able to happen, There seemed to be no legal way to enforce a higher figure P178 2009/10 and Mrs. Cook went on to say that there had been a reduction in housing need in the area. The partnership working with West Devon had been strenghtened, they shared the chief Executive and now legal and revenue. There had been no agreement on waste. Teignbridge seemed more interested in working with Torbay . 64/10 09 REPORT FROM PARISH HALL MANAGEMENT COMMITTEE; they have a new member, Apple Taylor. Electricity box needed replacement. Clerk to action. The Show had been a success, and they were investigating a banner for next year. 65/10 09 RECREATION AREA REPORT; Confirmation of the erection of barrier and repair of hedges. 66/10 09 P3 REPORT; The new gate had been fitted on Parish Lane bridleway, and a bill had been submitted to the Council for the work. This will be queried with Ros Davies. (Cllr. Bond declared and interest in this item and took no part in the discussion). 67/10 09 SHOP GROUP REPORT; The Portacabin Shop had been purchased from Aveton Gifford and arrangements for its removal to the Recreation Area were in hand. 68/10 09 ACCOUNTS; The Audit had been completed and there were no issues raised. 69/10 09 CHEQUES; J.Turrell salary and expenses £160.; D.Griffiths, Aveton Gifford Shop Association £2875 (inc. VAT); EAPHMC Rent £19. Audit Commission £178.28. 70/10 09 PUBLIC QUESTIONS: Cllr. Weeks reported that the Portacabin had again been broken into, bringing the total loss to £500 for the three breakins. There was discussion over the Police response and the Council were disappointed that they did not seem to be taking action. The Remembrance service would be held on the 8 th November and the wreath had been ordered. The Chairman will not be there so Vice-Chairman Cllr.
